Lower Tier
The lower tier is free and typically covers businesses which transport waste that they have generated from a job that they have done, such as a builder transporting waste from a site.
You don’t need to renew a lower tier waste carrier licence.
Upper Tier
Any other type of waste carrier will need to apply for an upper tier waste carrier licence.
Upper tier waste carrier licences must be renewed every 3 years. To renew your licence, it will cost £105.

Yes. If you have been contracted to demolish a building and need to remove waste from the site, you will need to have a waste carrier Licence.
No. Anyone found to be transporting, selling or disposing of waste without a waste carrier Licence can be fined up to £5,000.
Fly-tipping is an illegal form of dumping of waste. Fly-tipping is a criminal offence in the UK and could see those Illegal dumping face a fine of up to £50,000- or 12-months imprisonment if convicted.
